LOS ANGELES, Nov. 14—StemExpress, one of the main business partners of Planned Parenthood in harvesting and selling aborted fetal organs and tissues, paid the workers it stationed inside Planned Parenthood bonuses based on the number and type of fetal body parts they could harvest, according to eyewitness testimony and documentation.
“We wanted more gestated fetuses, it was a lot easier to get these and we could take more from it,” says Holly O’Donnell, a procurement technician for StemExpress from late 2012 to early 2013, speaking in the fourth video in a new series from The Center for Medical Progress.
O’Donnell worked for StemExpress inside some of the biggest Planned Parenthood abortion clinics in northern California, where StemExpress workers used private patient medical files leaked to them by Planned Parenthood to identify and sign up pregnant women who could meet their body parts order quotas for the day.
StemExpress documents show that the company ranked body parts and blood according to Categories A, B, and C, from the most to least valuable. “So A is like brain, heart, lungs, liver, spleen,” explains O’Donnell, listing the body parts that were “really high demand.”
“So if you really do your job, you get up to 11-20 specimens, you’re getting $20 per specimen. If it’s 1 to 10, you’re doing just blood, you’re getting $10 for one blood draw.”
The StemExpress workers dissected the fetuses, packaged the organs, and shipped them off via FedEx to StemExpress research customers. Planned Parenthood in turn received a payment from StemExpress for each fetal organ “determined in the clinic to be usable.”
O’Donnell remembers a Planned Parenthood abortion doctor, Dr. Ronald Berman, who was also the medical director for StemExpress and did his abortions extremely fast. She notes there was “maximum pressure” from StemExpress leadership on the technicians to harvest as many organs as possible. O’Donnell says her StemExpress supervisors told her: “It’s not an option, it’s a demand.” O’Donnell describes intentionally underreporting the number of patients to her StemExpress supervisors in an attempt to protect vulnerable pregnant women from the company.

LOS ANGELES, Nov. 7—When Planned Parenthood defended their receipt of money for aborted fetal organs and tissue, they claimed it was to cover shipping costs—even though Planned Parenthood never shipped the body parts, reveals eyewitness testimony from a former fetal tissue procurement technician who worked inside some of the biggest Planned Parenthood abortion clinics in northern California.
“Planned Parenthood never shipped anything, we did all the shipping,” informs former StemExpress worker Holly O’Donnell, in a new video released today by The Center for Medical Progress.
StemExpress harvested organs from aborted fetuses inside Planned Parenthood and resold them to research customers across the country. StemExpress stationed technicians like O’Donnell inside the Planned Parenthood abortion clinics, where O’Donnell and her fellow StemExpress workers handled all aspects of the fetal organ harvesting process—consenting patients, dissecting fetuses, packaging organs, and shipping them off via FedEx.
After CMP’s undercover videos showed senior-level Planned Parenthood officials negotiating the sale of aborted fetal hearts, lungs, livers, and brains, Planned Parenthood’s public leadership repeatedly claimed to news media that the payments were really to cover Planned Parenthood’s shipping costs. “There are shipping costs,”Dawn Laguens, Planned Parenthood Executive Vice President, told CNN’s Alisyn Camerota. “It’s not a fee. It’s actually just the cost of transmitting this material to research institutions,” said Planned Parenthood CEO Cecile Richards to ABC’s George Stephanopoulos.
But invoices show that customers paid StemExpress, not Planned Parenthood, for the FedEx shipping. The StemExpress-Planned Parenthood contract, meanwhile, specifies that the only payments to Planned Parenthood will be per fetal organ “determined in the clinic to be useable.“
Documents obtained by two Congressional investigations show that Planned Parenthood could make up to five-figure sums per month from StemExpress, depending on the number of “useable” fetal organs StemExpress could collect inside Planned Parenthood.

LOS ANGELES, Oct. 31—Planned Parenthood revealed private patient medical information to third party contractors at StemExpress, LLC in order to meet the company’s quotas for harvesting body parts from Planned Parenthood abortions, says a former StemExpress procurement technician in a new video from The Center for Medical Progress.
Holly O’Donnell worked as a procurement technician for StemExpress inside some of the biggest Planned Parenthood surgical centers in northern California, drawing blood and dissecting organs from aborted fetuses, which the company then sold to research customers across the country.
“At the beginning of the day, we would let them know what we were looking for,” says O’Donnell, describing the StemExpress work flow at Planned Parenthood. “There was a lot of coordination.”
“We’d open up the Task Page, which, it shows you what the researchers want, how many specimens they want for that day or that week.” O’Donnell explains the online StemExpress Task Page, which listed customer orders for aborted fetal livers, brains, kidneys, and other body parts: “Roughly saying, it was like a grocery list of what to get for that day.”
O’Donnell states that the Planned Parenthood clinic management would provide the StemExpress contractors with the private medical information of pregnant women coming into Planned Parenthood: “We’d go to the head nurse, let the nurses know, hey this is what I’m looking for today. They’d give you a sheet of the appointments, which women were coming in, and it would tell you how many patients, what time they were coming in, their name, and if they knew how far along they were.”
O’Donnell also reveals that Planned Parenthood gave StemExpress access to patient medical charts and even to the clinics’ computer network to download patient schedules across the entire Planned Parenthood affiliate. Emails from StemExpressmanagement instruct procurement technicians: “EVERY Friday – please provide schedules for all the clinics you work in,” and, “All computers have access to other clinics.”
Last year, the House Energy & Commerce Committee’s Select Investigative Panelreferred StemExpress, Planned Parenthood Mar Monte, and Planned Parenthood Northern California to the U.S. Department of Health and Human Services for five years of “systematic violations” of the HIPAA privacy rule in the organizations’ aborted body parts harvesting program. “These violations occurred when the abortion clinics disclosed patients’ individually identifiable health information to StemExpress to facilitate the TPB’S efforts to procure human fetal tissue for resale.”

Holly O’Donnell worked as a procurement technician for StemExpress, LLC, stationed inside some of the biggest Planned Parenthood surgical centers in northern California, drawing blood and dissecting organs from aborted fetuses, which the company then sold to research customers across the country. She worked for StemExpress from December 2012 to April 2013, ultimately quitting in disgust with the company’s business model.
In the new video, O’Donnell describes StemExpress’ on-the-job training and the first time she touched an aborted fetus inside Planned Parenthood Northern California’s flagship clinic in Concord, CA:
“She’s showing me parts of, this is a leg, this is an arm, and then she says, ‘Put some gloves on.’ So I put the gloves on. She hands me the tweezers, and she goes, ‘Oh, can you show me some of the parts I just showed you?’ I said, ‘Yeah.’ And I put the tweezers in, and I put it on one of the limbs, and I’ve never felt this in my life, I felt the pain radiate through my hand. You can feel the death go up through, you know, it was something that was just alive. And I grabbed it, and I felt that, and I started to get woozy.”
O’Donnell says she then fainted and, “Next thing I know, I woke up in the recover room,” of the abortion clinic, where a nurse told her this experience was common and some abortion workers “never get over it.”
StemExpress is a major supplier of aborted fetal body parts for experimentation has been a key subject of interest in CMP’s undercover footage. Planned Parenthood’s Senior Director of Medical Services mentioned the company as a catalyst for PPFA to try to connect more affiliates to fetal tissue sales, and StemExpress founder Cate Dyer said StemExpress needed “another 50 livers a week” from abortion clinics to sell to customers, calling Planned Parenthood “a volume institution.”
StemExpress was the first organization involved in the harvesting and sale of aborted fetuses to sue CMP, seeking a gag order to block the release of the undercover footage. StemExpress lost on the gag order, was abandoned by its first legal team, and ultimately withdrew its lawsuit, walking away with nothing.

Today, David Daleiden and The Center for Medical Progress filed their petition for a writ of certiorari at the United States Supreme Court, appealing the unconstitutional gag order issued by San Francisco Judge William Orrick III against the publication of undercover footage of top-level Planned Parenthood leadership at the National Abortion Federation’s annual trade shows. The petition argues that no federal court has ever upheld a prior restraint like Judge Orrick’s gag order to suppress speech of overwhelming public interest:
“At issue in this appeal is a gag order, a preliminary injunction imposed specifically for the purpose of hiding information from the public, precisely because the information is of such significant public interest and concern—the procurement and sale of aborted fetal body parts.”

As a key leader of the “Good Samaritan Family Resource Center” in San Francisco, Judge Orrick helped open and fund a Planned Parenthood Northern California clinic inside the Center’s headquarters. Planned Parenthood Northern California has membership in the National Abortion Federation and is a named plaintiff against CMP and Daleiden in Judge Orrick’s courtroom. A motion to disqualify Judge Orrick is still pending.

ORLANDO, July 27–Never-before-released undercover video shows Dr. Suzie Prabhakaran, the Vice President of Medical Affairs for Planned Parenthood of Southwest and Central Florida, graphically discussing Planned Parenthood’s late-term “dismemberment” and partial-birth abortion protocols in the context of fetal body part harvesting.
The new video comes as the U.S. Senate is debating provisions to terminate taxpayer subsidies to Planned Parenthood, the nation’s biggest abortion business.
At a Planned Parenthood conference evening reception, CMP investigators posing as buyers from a biotech company discuss partnering with Dr. Prabhakaran’s Planned Parenthood affiliate in order to harvest fetal organs and tissues from the 2nd-trimester abortions performed there. Prabhakaran advises that her affiliate is merging with the Orlando Planned Parenthood, which does abortions up to 23 weeks and has a high procedure volume, with eighteen abortions at 18-weeks and above scheduled for the next week.
Prabhakaran discusses how Planned Parenthood allows their abortion doctors to certify compliance with the federal Partial-Birth Abortion Ban, which prohibits abortions in which a fetus is extracted alive up to certain anatomical landmarks (18 U.S.C. 1531). According to Prabhakaran, Planned Parenthood abortion doctors can certify compliance with the law by using a feticide like digoxin to kill the fetus before the abortion, or they can simply “document” their “intent” to do a “dismemberment” abortion where the fetus is pulled apart with forceps rather than extracted intact.
“So some people train to just document that like, you know to comply with the Partial-Birth Abortion Ban, you basically have to say, ‘I intend to utilize dismemberment techniques for this procedure,’” explains Prabhakaran. “So every time you do a procedure, that’s how you document. So, like, there’s like a checkbox,” Prabhakaran states, “so it would be before the procedure, you do your evaluation, you write, ‘I intend to utilize dismemberment techniques for this procedure.’”
Prabhakaran indicates she never uses digoxin to kill the fetus before the abortion, and relies entirely on the “checkbox” to “document” her intent in the abortion to certify compliance with the federal law: “I’m not doing digoxin, and we’re just going to document and there’s never been a problem.”
Prabhakaran’s description of Planned Parenthood’s loose protocols for 2nd-trimester abortion procedures corroborates statements by Dr. Deborah Nucatola, Senior Director of Medical Services for Planned Parenthood Federation of America, in CMP’s first undercover video, that show a lax attitude toward the partial-birth abortion law:
“The Federal [Partial-Birth] Abortion Ban is a law, and laws are up to interpretation. So there are some people who interpret it as it’s intent. So if I say on Day 1 I do not intend to do this, what ultimately happens doesn’t matter.”
Nucatola states in the first video that Planned Parenthood abortion doctors can make changes to the abortion technique in order to bring the fetus out intact for body parts harvesting, regardless of any initial “intent” statement: “So if you do it starting from a breech [feet-first] presentation, there’s dilation that happens as the case goes on, and often, the last step, you can evacuate an intact calvarium [head] at the end.”

LOS ANGELES, April 26–New undercover video shows Dr. Mary Gatter, the Planned Parenthood senior executive who infamously laughed “I want a Lamborghini” about payments for aborted fetal parts, again haggling over per-specimen pricing for livers, lungs, and brains, even while insisting the purchaser must do all the work to harvest.
The video is the second of a never-before-seen batch of undercover footage being released by The Center for Medical Progress.
At a Planned Parenthood conference evening reception, CMP investigators posing as buyers from a biotech company are introduced to Dr. Gatter for the first time by Dr. Deborah Nucatola, Planned Parenthood Federation of America’s Senior Director of Medical Services.
“I wanted you to meet Mary Gatter,” says Dr. Nucatola, before Dr. Gatter steps forward.
Gatter was for many years the Medical Director of Planned Parenthood Los Angeles, before moving to the same position at the Pasadena affiliate, and then being elected President of Planned Parenthood Federation of America’s Medical Directors’ Council. As Medical Director at PPLA, Gatter oversaw the affiliate’s partnership with Novogenix Laboratories, LLC, a local for-profit fetal organ and tissue harvesting company.
“I did it in LA, I’m committed to it, I think it’s a great idea,” says Gatter to the purported body parts buyers. Discussing the number of abortions at her Pasadena clinic, Gatter asks, “What kind of volume do you need and what gestational ages?”
During the conversation, Gatter advises, “You know, you have to pay a little money to use the space.” After asking for a ballpark figure, the buyer observes, “Most people now seem to be doing per specimen.”
“Per specimen. Like $75 a specimen?” Gatter replies. After the buyer asks for clarification, Gatter repeats, “$75 a specimen, or $50 a specimen?” The buyer replies, “What we’ve been quoting is $50 per specimen. I think some people are doing more, some slightly less.”
Gatter then comments, “Yeah, $50’s on the low end, $50 [per specimen] was like 12 years ago.”
The buyer then explains, “What we like about per-specimen is that way we’re not paying for [fetal] material that we can’t use, you know?” Gatter nods, saying, “Yeah yeah, yeah.”
Federal law permits reimbursement for specified costs in a fetal organ or tissue donation, but prohibits the purchase and sale of the organs and tissues themselves (42 U.S.C. 289g-2).
The buyer continues, “If we can get a liver, a lung, and you know, a brain–” before Gatter interjects, “But you would show up to do this? You would send somebody,” to which the buyer answers affirmatively. Gatter concludes the conversation saying, “Yeah I’d be willing, give me a call.”
According to contracts and invoices, the real-life fetal organ and tissue wholesaler companies Novogenix, StemExpress, and Advanced Bioscience Resources all made monthly payments to Planned Parenthood based on the number of resalable fetal specimens the wholesalers’ workers could harvest inside the abortion clinics. Planned Parenthood told Congressional investigators it kept no contemporaneous records of actual costs for reimbursement under the law.
The Novogenix contract promises Planned Parenthood Los Angeles $45 “per donated specimen.” Planned Parenthood Los Angeles does over 15,000 abortions every year, but has never publicly admitted how much money they received total under their contract with Novogenix. In December 2016, the Senate Judiciary Committee and the House Select Investigative Panel both referred Planned Parenthood Los Angeles and Novogenix to the FBI and U.S. Department of Justice for further investigation and criminal prosecution.
CMP project lead David Daleiden notes, “The fact that Novogenix, StemExpress, and ABR stationed their own workers inside Planned Parenthood abortion clinics to perform the harvesting, packaging, and transport of aborted baby body parts demonstrates that Planned Parenthood had no reimbursable costs under the law. The volume-based sums that Planned Parenthood charged these businesses for baby parts are criminal trafficking and profiteering in fetal body parts. The U.S. Department of Justice should take heed of the Congressional investigations’ criminal referrals and prosecute Planned Parenthood to the full extent of the law, and taxpayers must stop being forced to subsidize Planned Parenthood’s criminal abortion empire.”
The gag order against the release of CMP’s footage of Planned Parenthood leadership discussing criminal conduct at National Abortion Federation Meetings is an attack on the First Amendment and an attack on the constitutional separation of powers. These videos are now unquestionably information the public is entitled to, and they are key evidence in the charges and defense of David Daleiden and Sandra Merritt, but the gag order even prevents their release to law enforcement. Planned Parenthood’s barbaric abortion business, and their political cronies and tyrannical judicial sycophants, cannot cover up these videotapes and stifle free and informed public discussion. CMP will continue to fight this unconstitutional abuse of power and vindicate our First Amendment rights and those of all citizen journalists to speak and publish on matters of urgent public concern.
