Study Registration Documents Seeking Healthy, Viable 23-Week Fetuses From Elective Abortions at Planned Parenthood Revealed in Ongoing Public Records Requests to UCSD

Contact: David Daleiden, media@centerformedicalprogress.org, 949.734.0859

SAN DIEGO, Nov. 21—Never-before-seen documents released under a California public records request show Planned Parenthood supplying “viable nonanomalous” fetuses up to 23 weeks old from elective abortions to UC San Diego, as part of its contract to sell the University “proprietary” “fetal material” in exchange for the “valuable consideration” of owning any “patents” and “intellectual property” developed experimenting with them.

The shocking new admissions begin in a heavily-redacted Research Plan submitted to the UCSD Institutional Review Board (IRB) and approved in 2018. On page 3 of the IRB submission, the UCSD research lab writes, “We will collect tissues from fetuses ranging from 4 to 23 weeks gestational age from subjects undergoing elective surgical pregnancy termination at Planned Parenthood in San Diego” and that patients with “viable nonanomalous” fetuses will be enrolled. The majority of healthy infants born at 23 weeks can survive with modern medical care.

The IRB submission further states that clinical data collected for each subject will include “evidence of fetal heart activity by ultrasound immediately prior to the dilation and evacuation procedure”. The study sought to harvest fetuses from up to 2,500 patients.

In emails contemporaneous with the Research Plan, a harvesting worker writes, “[A]ny sample greater than about 12.5w[eeks] requires the use of a dilating medication which is given to the patients 3 hours ahead of their procedure (these are called “cyto” patients).” “Cyto” is short for Cytotec, or Misoprostol, which is the same drug used in chemical abortions to force-start labor contractions.

Some studies show a 50 microgram dose of Misoprostol is enough to induce labor by 4 hours in the majority of cases. Planned Parenthood national guidelines recommend 400 to 800 micrograms before late-term so-called “dilation and evacuation” abortions—8 to 16 times as much—and urge clinics not to allow patients to leave the clinic after taking the drugs.

“Planned Parenthood’s use of heavy doses of a labor contraction drug to dilate pregnant women targeted for a viable fetus harvesting project means these are likely not standard ‘dismemberment’ abortions, but either intact partial-birth abortions or full delivery of live preemies,” notes David Daleiden, founder and president of CMP.

Further emails suggest this is the case. Making plans to collect fetal hearts, a UCSD researcher writes to the harvesting laboratory, “Is there someone that we can coordinate with in your lab? We were unclear as to whether you bring the fetuses back to your lab for dissections or if the dissections will be done in clinic. I can have my folks who are cc’d coordinate with whomever is doing the collection.”

Documents released from the public records request earlier this year showed transfers of aborted fetuses from Planned Parenthood to UC San Diego taking place under an ongoing “Biological Materials Transfer Agreement” contract. That contract, made for “valuable consideration”, grants UCSD “access” to “fetal and placental tissue, which are proprietary materials of PPSD”. The parties agree that in granting “access” to the “proprietary” aborted fetal body parts, “PPSD shall retain all right, title, and interest in and to the Material, including but not limited to all right, title, and interest in patents and patent applications and other intellectual property rights relating to the Material”.

In March, Sen. Marco Rubio requested an investigation from the U.S. DOJ and HHS. The transfer of any aborted human fetal tissue for “valuable consideration” is a federal felony punishable by up to 10 years in prison or a fine of up to $500,000 (42 U.S.C. 289g-2).

Disturbingly, the documents released today also show racial discrimination in what consent forms for the harvesting program tell pregnant women at Planned Parenthood. The English-language forms include 15 bullet-pointed disclosures, the thirteenth of which states: “I understand that the donated blood, tissue, or their derivatives may have significant therapeutic or commercial value. I consent to such uses.” The disclosure about “commercial value” of the patient’s aborted baby is absent from the Spanish-language forms. The documents show UCSD’s IRB approved the racially-disparate translations in at least four consecutive years, from 2017 to 2020.

“The University of California’s documents show Planned Parenthood using labor-inducing chemical abortion drugs to deliver viable, healthy preemies with ultrasound-documented heartbeats in their taxpayer-funded abortion factories—and rather than rushing those preemies to the University hospital NICU, they cut out their hearts and other body parts to sell for patent royalty-generating experiments,” states Daleiden. “These are not just the federal crimes of partial-birth abortion and selling body parts, but also of murder for hire—disparately targeted to Spanish-speaking minorities. State and federal authorities should act to protect the civil rights of mothers and infants immediately.”

Texas Planned Parenthood Can “Pull Off A Leg, Or Two” To Hide Partial-Birth Abortions To Sell Fetal Body Parts

FOR IMMEDIATE RELEASE

TX PLANNED PARENTHOOD CAN “PULL OFF A LEG, OR TWO” TO HIDE PARTIAL-BIRTH ABORTIONS TO SELL FETAL BODY PARTS
Abortion Leaders at Planned Parenthood Gulf Coast Describe Mutilating Fetal Bodies to Cover Up Criminal Late-Term Abortions

Contact: David Daleiden, media@centerformedicalprogress.org, 949.734.0859

HOUSTON, Aug. 8—Newly-released undercover footage, which Planned Parenthood sought to block for eight years, shows the organization’s Houston, TX branch describing delivering late-term fetuses intact and alive and mutilating the bodies afterwards to cover up violations of the federal partial-birth abortion law, in conversations about selling fetal body parts.

In the footage of two conversations filmed at the National Abortion Federation’s 2015 commercial trade show, undercover reporters posing as laboratory wholesalers speak with Dr. Ann Schutt-Aine, the Chief Medical Officer of Planned Parenthood Gulf Coast, and Tram Nguyen, RN, the branch’s Vice President of Abortion Access.

In the first conversation, the undercover reporter, from The Center for Medical Progress, tells Nguyen and Dr. Schutt-Aine, “Liver is in short demand,” describing competition for fetal organs and cells based on what is “more profitable” for suppliers. Dr. Schutt-Aine responds, telling Nguyen: “[Y]ou told me about the proposition, and so now every time a do a D&E [dilation and evacuation abortion], I’m like, ‘Oh there’s some lungs, there’s some kidneys.’”

Nguyen then apologizes for a highly dismembered fetus she showed CMP undercover reporters during a site visit to the clinic a few weeks prior, saying other days the aborted fetuses may be delivered with only one limb missing: “We just had to hurry up, whereas other days it’s more intact, where it’s like maybe only like an arm that’s disarticulated.”

Nguyen remarks later, “I’m like, ‘Yeah, I have like a leg for you!’ I’m like, oh sh**, if other people were to hear me, they’d be like, you are f***ing evil.”

In the second conversation, another CMP undercover reporter asks Nguyen and Dr. Schutt-Aine how to obtain the most intact late-term aborted fetuses for organ harvesting.

“A lot of it has to do with dilation” of the mother’s cervix, the opening to the uterus, Dr. Schutt-Aine explains: “Because when you have good dilation, a cervix that’s either well-dilated and/or just softer and more pliable, then as you bring the fetus down, you can get more of it out before disarticulation occurs.”

Dr. Schutt-Aine states it may typically take 3 or 4 “passes” of the forceps into the mother’s body to remove the fetus. Nguyen then volunteers: “There are some that are like, I need you to make one more pass, one more pass,” to which Dr. Schutt-Aine clarifies, “To avoid PBA,” the acronym for the federal Partial-Birth Abortion law. Nguyen exclaims, “Yeah, I was like, ‘Uh, getting a little bit too close!’”

Dr. Schutt-Aine then explains further: “If I’m doing a procedure, and I’m seeing that I’m in fear that it’s about to come to the umbilicus [navel], I might ask for a second set of forceps to hold the body at the cervix and pull off a leg or two, so it’s not PBA.”

Delivering a fetus alive past the navel, with intent to take any action after that will kill the fetus, is a violation of the federal partial-birth abortion law (18 U.S.C. 1531).

Dr. Schutt-Aine also states “I have zero experience with dig[oxin],” the chemical sometimes used to kill the fetus before pulling it out of the mother with forceps and thus comply with the federal partial-birth abortion law. When the CMP undercover reporter describes a laboratory unable to harvest stem cells from a fetus that received digoxin because, “It was all completely dead, nothing,” Nguyen coughs, laughs, and replies, “Yeah,” raising her eyebrows and nodding.

Nguyen later states, “When you have patients who cooperate, and there’s good dilation, it’s just like one pass,” of the forceps to remove the fetus, motioning with her hands, to which the CMP reporter asks, “And you get the whole thing?” and Nguyen replies, “Yeah.”

A few weeks after this conversation, in June 2015, CMP emailed Nguyen and Planned Parenthood Gulf Coast VP of Research Melissa Farrell an undercover contract for $750 per fetal liver and $1,600 per pair of fetal liver and thymus. In unsealed emails produced in federal court, Nguyen forwarded the contract to PPGC’s Regional Medical & Surgical Services Director, Dyann Santos, writing, “FYI—we’re still trying to move forward with this,” to which Santos asked, “Do you want to do this?” and to which Nguyen replied, “Yes ma’am.”

“Planned Parenthood repeatedly told Congress, the courts, and the public that it had ‘rebuffed’ any opportunity to sell aborted baby body parts in Texas,” notes CMP founder and project lead David Daleiden. “This finally-released undercover footage shows that in reality, Planned Parenthood Gulf Coast was ghoulishly eager to rip healthy babies out of vulnerable patients whole and alive, and mutilate their bodies after to sell body parts for top dollar. Kamala Harris, as California Attorney General, raided my home and seized this footage to try to block it from release for eight years, on orders from Planned Parenthood and NAF. It’s time for justice under the law for Big Abortion.”

In 2015, the National Abortion Federation, stating it was representing institutional member Planned Parenthood, sought and received a federal injunction against the release of the footage in San Francisco federal court. Nguyen, Dr. Schutt-Aine, and Santos have all served as Board Directors of NAF. At the same time, Planned Parenthood requested then-California Attorney General Kamala Harris’ office to seize from Daleiden the digital media containing the videos. Two weeks after a March 2016 meeting with top Planned Parenthood California officials implicated in the videos, AG Harris’ office conducted the raid on Daleiden’s home.

However, Congress had also subpoenaed the footage from CMP in late 2015. In May of this year, the San Francisco District Court finally ruled that CMP cannot be prevented from republishing any of the subpoenaed footage released by Congress.

Planned Parenthood Headquarters Seeks $1,500 “Financial Incentive” Per Aborted Fetal Liver in New Full Undercover Video

FOR IMMEDIATE RELEASE

PLANNED PARENTHOOD HEADQUARTERS SEEKS $1,500 “FINANCIAL INCENTIVE” PER ABORTED FETAL LIVER IN NEW FULL UNDERCOVER VIDEO
Planned Parenthood Federation of America and National Abortion Federation Used Federal Injunction, Seizure Warrant from Kamala Harris To Hide Recording for 8 Years

Contact: David Daleiden, media@centerformedicalprogress.org, 949.734.0859

NEW YORK CITY, Jul. 30—Newly-released undercover footage Planned Parenthood sought to block for 8 years shows the Abortion Services Director from the organization’s New York City headquarters admitting that a “financial incentive” to supply livers from late-term aborted babies “to the people we have to get this approved from, will be very happy about it.”

In the footage, filmed at the National Abortion Federation’s 2015 commercial tradeshow, an undercover reporter posing as a laboratory wholesaler tells Planned Parenthood New York City’s Abortion Services Director, Dr. Stacey De-Lin, “We could pay you $1,000, up to $1,500 for a liver.”

Dr. De-Lin replies enthusiastically, stating, “Yeah, that’s great,” and, “I think a financial incentive from you guys like, to the people we have to get this approved from, will be very happy about it.”

The undercover reporter, from The Center for Medical Progress, asks Dr. De-Lin to confirm, “Right, the financial incentive would make people happy, is that what I’m hearing you saying?”

Dr. De-Lin giggles excitedly and replies, “Yes, absolutely!”

The transfer of any human fetal tissue for valuable consideration is a federal felony, punishable by up to 10 years in prison or a fine of up to $500,000 (42 U.S.C. 289g-2).

During the full conversation, Dr. De-Lin also admits that her Planned Parenthood headquarters performs intact dilation and evacuation (D&E) abortions, where the abortion provider uses forceps to pull the baby out of the mother in one piece, on fetuses up to 6 months of pregnancy. When the CMP undercover reporter tells Dr. De-Lin, “We can pay incredible amounts for intact specimens,” Dr. De-Lin asks, “Yeah, so like you mean completely intact D&E?”

“Not all, but yes, but some,” the reporter replies.

“Yeah, I mean, that’s just like a case-by-case basis,” Dr. De-Lin admits, and goes on to confirm, “But we certainly do intact D&Es, so.”

“You do?” asks the reporter, and Dr. De-Lin replies, “Yeah.”

“Intact D&E” of a living fetus, according to the U. S. Supreme Court, is a violation of the federal partial-birth abortion law (18 U.S.C. 1531). In previous undercover footage released by CMP, Dr. Deborah Nucatola—then Planned Parenthood Federation of America’s Senior Director of Medical Services, who also practiced at PPNYC—confirmed that the New York center does not use feticidal chemicals to kill the fetuses before the abortions.

“This undercover footage proves Planned Parenthood sells baby parts from partial-birth abortions in violation of federal law,” notes David Daleiden, founder and project lead at CMP. “As Attorney General of California, Kamala Harris weaponized the powers of her office to cover up Planned Parenthood’s sale of aborted baby body parts. Attorney General Harris raided my home and seized this footage to try to block it from release for eight years, on orders from Planned Parenthood and the National Abortion Federation. Now everyone can see why they did it—the remaining undercover videos are too incriminating to explain away.”

In 2015, the National Abortion Federation, stating it was representing institutional member Planned Parenthood, sought and received a federal injunction against the release of the footage in San Francisco federal court.

Rep. Marjorie Taylor Greene held a hearing in March with Rep. Mary Miller and Rep. Chip Roy on “Investigating the Black Market of Baby Organ Harvesting”, during which she played clips from the subpoenaed footage publicly for the first time. Rep. Greene released a Hearing Addendum earlier today with the full footage of the conversations.

NEW VIDEOS: Planned Parenthood Seeks $1,500 Per Fetal Liver “Financial Incentive”, Docs Can “Pull Off a Leg or Two” to Hide Partial-Birth Abortions

FOR IMMEDIATE RELEASE

PLANNED PARENTHOOD SEEKS $1,500 PER FETAL LIVER “FINANCIAL INCENTIVE”, DOCS CAN “PULL OFF A LEG OR TWO” TO HIDE PARTIAL-BIRTH ABORTIONS
New Undercover Video Clips, Released in Congressional Hearing, Show Incriminating Admissions Planned Parenthood Covered Up For 8 Years

Contact: David Daleiden, media@centerformedicalprogress.org, 949.734.0859

WASHINGTON, D.C., March 21—Previously censored undercover footage of Planned Parenthood abortion officials, played for the first time in a Congressional hearing on Tuesday, shows leadership from the nation’s largest abortion provider admitting the “financial incentive” to sell aborted fetal body parts and describing how to mutilate fetal bodies to hide violations of the federal partial-birth abortion law.

The video clips are from unreleased undercover footage subpoenaed from The Center for Medical Progress by the House Oversight Committee in late 2015. Rep. Marjorie Taylor Greene played the clips publicly for the first time at a Congressional hearing with Rep. Chip Roy and Rep. Mary Miller on “Investigating the Black Market of Baby Organ Harvesting.”

In one clip, a CMP undercover reporter tells Planned Parenthood New York City’s Medical Director for Abortion Services, Dr. Stacy De-Lin, “We could pay you $1,000, up to $1,500 for a liver.” Dr. De-Lin replies enthusiastically, stating, “Yeah, that’s great,” and, “I think a financial incentive from you guys like, to the people we have to get this approved from, will be very happy about it.”

In another clip, Planned Parenthood Gulf Coast’s Chief Medical Officer, Dr. Ann Schutt-Aine, describes how she can mutilate the body of a baby being delivered alive in a late-term abortion to try to hide a violation of the federal partial-birth abortion law in order to provide the rest of the body whole for more organ sales: “If I’m seeing that I’m in fear that it’s about to come to the umbilicus [navel], I might ask for a second set of forceps to hold the body at the cervix and pull off a leg or two, so it’s not PBA [partial-birth abortion].” In another clip, PPGC’s Vice President of Abortion Access, Tram Nguyen, describes how fetuses can be delivered missing only an arm: “[O]ther days it’s [the fetus is] like more intact where it’s like maybe only like an arm that’s disarticulated”.

In another clip played at the hearing, a National Abortion Federation sponsor, Connie Cantrell of Cedar River Clinics, tells CMP investigators about her clinic’s business with fetal organ wholesaler StemExpress: “I just went into this, and it was very good. And now we’ve gone through our first year, I mean, I was looking at numbers of $250,000 a year.”

In another clip, Dr. Uta Landy, the national director of Planned Parenthood’s abortion training programs, the Ryan Residency Training Program and the Fellowship in Complex Family Planning, reads out quotes from trainees about the psychological trauma of performing dismemberment abortions to an audience of several hundred late-term abortion providers. “My coping mechanism is to focus on the baby/fetus. Reverence for something that was once alive and now it’s not.” When Dr. Landy quotes another trainee, “An eyeball just fell down into my lap, and that is gross,” the audience erupts in laughter and applause.

CMP provided the footage to Congress under subpoena in 2015, and has never released it previously, due to a federal injunction against CMP’s release of it granted to Planned Parenthood and the National Abortion Federation by San Francisco Judge William Orrick III, who helped open, operate, and fund a Planned Parenthood abortion referral clinic prior to being appointed to the federal bench.

These video clips from the subpoenaed congressional footage are just a small part of incredibly disturbing and incriminating undercover conversations that prove Planned Parenthood sells baby parts,” notes David Daleiden, founder and president of CMP. “Planned Parenthood and their allies tried to cover up this footage for eight years, because of the brutal facts it reveals about their taxpayer-funded business to kill and sell vulnerable infants.

ICYMI: Text of David Daleiden’s Opening Statement at March 19 Congressional Hearing, “Investigating the Black Market of Baby Organ Harvesting”

19 March 2014 Congressional Hearing, “Investigating the Black Market of Baby Organ Harvesting”

Opening Statement from Witness David Daleiden

Madame Chair, representatives, thank you for the opportunity to speak with you today.

My name is David Daleiden. I’m the founder and president of The Center for Medical Progress, a nonprofit investigative journalism organization that focuses on bioethical issues that impact human dignity, with a special focus on the trafficking and harvesting of aborted babies for experimentation.

I want to acknowledge that some of the many people viewing this hearing may have had a personal experience with abortion. And to express my concern that the taxpayer-funded abortion industry should never be in a position to exploit the circumstances that may have led you to have that experience. And also to note that what we will discuss today may be graphic.

My organization is responsible for the series of undercover video reports in 2015 that caught Planned Parenthood’s top-level leadership callously negotiating the harvesting and sale of aborted baby body parts. [I’d like to play some of that footage now: https://www.youtube.com/watch?v=H2T5jD5Qytw]

My undercover work in the abortion industry and subsequent investigative reporting has shown me a very dark and broken side of humanity. I’ve watched the handling of dismembered babies inside some of the biggest Planned Parenthood abortion centers in the country, while their “research” officials discussed how to disguise the sales. I’ve met with dozens of Planned Parenthood’s top abortion providers at their lavish commercial abortion trade shows—sponsored by companies buying baby parts. At these trade shows, I consumed far more alcoholic beverages with abortion providers than my liver would like to admit, as they talked about the harvesting and sale of aborted baby livers. Sometimes, I actually saw them start to tear up describing the tiny brains and hearts and feet of premature babies that they dismember and brutalize before selling them, only to then steel themselves and shake it off, as they tried to suppress the heresy of human feelings that the dogma of industrial-scale abortion cannot allow.

I’ll never forget when early on in my research, a whistleblower from fetal body parts company StemExpress, told me about the biggest liver her lab had ever sold—from a baby aborted at 5 months at the Planned Parenthood in Sacramento, CA. They took the stem cells from the liver, put them in a vial, and sold them for $17,000 to another taxpayer-funded laboratory. Planned Parenthood says 75% of abortions take place because of financial problems. $17,000 might have been somebody’s rent money for the next year. But for the abortion clinics selling and the government-funded laboratories buying, that 5-month-old baby was worth more dead than alive.

I’ve also witnessed the apparent apathy of too many public officials in the face of such barbarism. It led one of my undercover investigators to remark in exasperation, “If we asked StemExpress to ship a baby’s head to the sheriff’s doorstep, would they care more then?”

That was an ethical line I did not feel like we could cross. I wish the taxpayer-funded clinics and laboratories involved shared the same views. Recent government-sponsored experiments on aborted baby parts involve stitching the scalps of 5-month-old aborted babies onto lab rats, to keep the baby hair growing on the rodents. This was done at the University of Pittsburgh to develop a new experimental platform to sell to Big Pharma.

FOIA documents we recently reported on show the fetal tissue bank at Pitt is under federal law enforcement investigation by the HHS-Office of Inspector General. But since Congress requested this investigation 3 years ago, there has been no update from the OIG.

But our investigative reporting is ongoing. Two weeks ago, we broke the story about a contract Planned Parenthood has with the University of California, where Planned Parenthood and UC San Diego agree for Planned Parenthood to sell its “proprietary” aborted fetuses in exchange for the “valuable consideration” of ownership of the patents and intellectual property the university develops using them, which could be worth millions of dollars in ongoing royalties.

The transfer of any aborted fetal tissue for “valuable consideration” is a federal felony. But describing aborted babies as “proprietary” means Planned Parenthood thinks they own them and have a right to sell them. Whatever the total amount of the sales, this contract is irrefutable proof of Planned Parenthood’s criminal mens rea to sell aborted baby body parts in violation of federal law.

The abortion industry, led by Planned Parenthood, is a powerful special interest in our country. They fight to silence reporting on their black market of aborted baby organ harvesting, and the ongoing cover up goes to the highest levels of our government. Kamala Harris, as the Planned Parenthood-endorsed Attorney General of California in 2016, raided my apartment to seize hundreds of hours of unreleased undercover footage. Some of the biggest Planned Parenthood abortion centers got a federal judge in San Francisco, who previously opened and funded a Planned Parenthood clinic, to issue a federal injunction against the release of the remaining footage. I and my organization now face a total $25 million fine for our investigative reporting—I guess being able to continue to sell baby parts is worth at least $25 million to Planned Parenthood.

Aborted babies are only valuable for Planned Parenthood to harvest and sell and for government-funded laboratories to buy precisely because they are human beings just like us. But the message that our civilization needs more than ever right now is that the value of every human being is infinite. At a time when powerful government and media forces are trying to silence this message and well-meaning public officials sometimes struggle to find their voice, it is imperative for the people’s house to reopen formal investigations of the black market in aborted baby organ harvesting so that taxpayer-funded entities can never put a price tag on human beings.

BREAKING: Planned Parenthood Sells Baby Parts for “Valuable Consideration” of Owning University “Intellectual Property”, New Documents Reveal

FOR IMMEDIATE RELEASE

PLANNED PARENTHOOD SELLS BABY PARTS FOR “VALUABLE CONSIDERATION” OF OWNING UNIVERSITY “INTELLECTUAL PROPERTY”, NEW DOCUMENTS REVEAL
Public Records Request for UC San Diego Documents Shows Planned Parenthood Supplying “Proprietary” Aborted Fetuses While Keeping Rights in “Intellectual Property” Made From Them

Contact: David Daleiden, media@centerformedicalprogress.org, 949.734.0859

SAN DIEGO, March 5—Never-before-seen documents released under a public records request show Planned Parenthood transferring “proprietary” aborted fetal body parts to UC San Diego explicitly for “valuable consideration”—a violation of federal law—in exchange for ownership of the university’s “patents” and “intellectual property” developed by experimenting with them.

The incriminating terms of this relationship are spelled out in a “Biological Materials Transfer Agreement” (MTA) contract between Planned Parenthood of San Diego (PPSD) and UC San Diego. The contract, made for “valuable consideration”, grants UCSD “access” to “fetal and placental tissue, which are proprietary materials of PPSD”. The parties agree that in granting “access” to the “proprietary” aborted fetal body parts, “PPSD shall retain all right, title, and interest in and to the Material, including but not limited to all right, title, and interest in patents and patent applications and other intellectual property rights relating to the Material”.

The transfer of any aborted human fetal tissue for “valuable consideration” is a federal felony punishable by up to 10 years in prison or a fine of up to $500,000 (42 U.S.C. 289g-2).

Public databases show UC San Diego professors have developed numerous patents, held by the University of California, using aborted fetal body parts. The University of California’s total patent invention revenue for 2021-2022 was over $127 million.

The contract, originally signed in 2009, was updated to reflect PPSD’s name change to “Planned Parenthood of the Pacific Southwest” in 2014, with the parties specifying, “All other terms and conditions of the Agreement will remain the same and shall continue in full force and effect.” UCSD emails from 2017 reference the MTA contract while updating an additional contract for clinical personnel, and in emails from late 2020, UCSD seeks to be “especially careful” about “any rights” providers of fetal tissue “retain” in the material.

One email thread between Planned Parenthood and UCSD is particularly revealing: Planned Parenthood emails UCSD to set up a quarterly “Planned Parenthood/UCSD Research Collaboration Meeting”, and the parties plan to discuss “payment” to Planned Parenthood’s abortion training program as part of the fetal tissue research meeting.

UCSD writes that as part of the meeting, “we will have results to share on samples recently collected, and will also likely have more to discuss re: the [REDACTED] fellowship.” Planned Parenthood replies there are “[n]o current issues with the collection program”, but they “have some questions about payment to the residency program”. Planned Parenthood operates the Ryan Residency Training Program and Fellowship in Complex Family Planning at UC San Diego and other taxpayer-funded universities around the country where the abortion business supplies fetal body parts.

Documents produced under the public records request also include a $10,000 contribution from UC San Diego to Planned Parenthood at a 2021 fundraising event, and a Planned Parenthood Federation of America national Research Department registration form for the fetal body parts harvesting in San Diego.

The Center for Medical Progress, responsible for the 2015 undercover video series reporting on Planned Parenthood’s harvesting and sale of aborted fetal body parts, obtained the documents only after filing a public records lawsuit against the University. Last year, CMP reported on FOIA records confirming the existence of a federal law enforcement investigation by the HHS Office of Inspector General of the NIH-funded fetal tissue bank at the University of Pittsburgh, which is supplied by Planned Parenthood abortion doctors.

“This new evidence shows Planned Parenthood sells late-term aborted baby body parts in violation of federal law, for far more money than has ever been discussed before,” states David Daleiden, founder and president of The Center for Medical Progress. “Planned Parenthood’s national headquarters knew about and approved these sales of aborted babies for valuable consideration as part of government-funded research grants. The federal OIG investigation of fetal trafficking in Pittsburgh must be expanded to include Planned Parenthood’s activities in San Diego and every other location where this $1.8 billion abortion business supplies aborted babies for taxpayer-funded experiments. The highest levels of Planned Parenthood leadership must answer under oath for what we now know is the organization’s participation in government-sponsored trafficking of late-term aborted babies.”

BREAKING: FOIA Documents Confirm Federal Law Enforcement Investigation of Aborted Baby Organ Harvesting at University of Pittsburgh

FOR IMMEDIATE RELEASE

FOIA DOCUMENTS CONFIRM FEDERAL LAW ENFORCEMENT INVESTIGATION OF ABORTED BABY ORGAN HARVESTING AT UNIVERSITY OF PITTSBURGH
NIH Documents Released Under FOIA Show HHS Office of Inspector General Agents Issued Subpoena to Pitt Concerning Aborted Fetal Kidney Harvesting Program

Contact: David Daleiden, media@centerformedicalprogress.org, 949.734.0859

WASHINGTON, D.C. Dec. 12—Newly released FOIA documents confirm the existence of a federal law enforcement investigation of an NIH-funded program at the University of Pittsburgh that harvested fetal kidneys from late-term abortions performed by Planned Parenthood doctors.

The documents include email exchanges from late 2021 and early 2022 between NIH leadership, the University’s Senior Vice Chancellor for Research, and an HHS Office of Inspector General agent, which reference a subpoena issued by OIG to investigate fetal organ harvesting in the NIH-funded “GUDMAP” program at Pitt.

In the emails, in September 2021, NIH Deputy Director for Extramural Research Dr. Michael Lauer asks Pitt’s Senior Vice Chancellor for Research Dr. Rob Rutenbar for further information about the “fetal tissue collection procedures associated with the GenitoUrinary Development Molecular Anatomy Project (GUDMAP) Tissue Hub and Collection Site at the University of Pittsburgh.” On November 5, 2021, Pitt’s Dr. Rutenbar writes back to NIH::

“With regard to your request for documentation/information, please be aware that we received a subpoena from HHS OIG requesting similar documentation on October 28, 2021.”

Subsequent emails discuss a conference call about the subpoena and document production schedule. On November 10, 2021, an OIG agent copies NIH on an email titled, “OIG Subpoena – Health Sciences Tissue Bank” and writes: “As far as the OIG subpoena production, please respond in accordance with the date on the subpoena”.

The emails confirm for the first time the existence of a federal law enforcement investigation of the Planned Parenthood-assisted aborted human fetal tissue transfers at the University of Pittsburgh. The Health and Human Services Office of the Inspector General describes itself as “the world’s premiere health care law enforcement agency” which “conducts criminal, civil, and administrative investigations of fraud and misconduct related to HHS programs” and whose agents have the authority “to make arrests, conduct surveillance, serve search warrants, seize evidence, and testify in State and Federal proceedings.”

NIH produced the emails earlier this year in response to a FOIA request by Judicial Watch and The Center for Medical Progress. In August 2021, CMP reported on disturbing statements in Pitt’s grant application to be the fetal tissue “distribution hub” for the GUDMAP program, in which Pitt advertised to NIH that it would use labor induction abortions to harvest fetal kidneys, record the time the kidneys were disconnected from blood supply and “minimize” this “warm ischemic time”, and disproportionately target Black and minority patients for this live-abortion harvesting. Planned Parenthood officials run the abortion services in the University of Pittsburgh’s health system, and provide the abortions to supply fetuses for the Health Sciences Tissue Bank at Pitt.

Further information about the operations of the Pittsburgh GUDMAP program continues to surface in CMP’s ongoing FOIA requests with Judicial Watch. In litigation with NIH over the documents, the government has produced the un-redacted version of the scientific references cited in Pitt’s grant application for the GUDMAP program. The references for Pitt’s advertisement “Ischemia time is minimized” are two scientific papers that describe minimizing ischemia time by harvesting tissue samples from donors who are still alive, rather than from organs that have already been cut out of the body. Furthermore, the judge in the FOIA case found, based on admissions submitted by the NIH itself, that the redactions in the documents are meant to protect Pitt’s “commercial interest” and “commercial fortunes” in harvesting aborted fetal organs.

CMP founder and president David Daleiden notes, “Pitt’s own statements indicating its Planned Parenthood partners use criminal partial-birth abortions to harvest fetal organs to sell for NIH grant money are serious enough that a federal law enforcement agency opened a formal investigation following CMP’s reporting. If this investigation has been conducted honestly, the facts uncovered may be more horrifying than we ever imagined. Planned Parenthood has cloaked its human atrocities committed against vulnerable mothers and infants under its ‘research’ program for decades—it is time for justice under the law for every level of the taxpayer-funded enterprise of selling aborted baby body parts.”

BREAKING: Planned Parenthood Admits to U.S. Supreme Court that CMP’s Undercover Videos Are True

In a filing last night, Planned Parenthood admitted to the U.S. Supreme Court for the first time that their leaders, caught negotiating the harvesting and sale of aborted fetal body parts on undercover video by The Center for Medical Progress, “spoke the words recorded in the videos.” This crucial admission came in Planned Parenthood’s opposition filing to CMP’s petition for the Supreme Court to hear the appeal of Planned Parenthood’s nearly $16 million lawsuit retaliating for the videos, and it is the first time Planned Parenthood has acknowledged the authenticity of the footage to the Supreme Court.

CMP’s appeal to the Supreme Court is based on the failure of the San Francisco federal court where Planned Parenthood brought the lawsuit to apply any First Amendment protections to the case, when the evidence showed that Planned Parenthood sued based on the public impact of the video reports on its business. Planned Parenthood also admitted in its filing that the facts of the case would not support a defamation claim over the videos.

BREAKING: University of Washington Public Records Case Settles, Securing Full Production of Fetal Experimentation Documents

FOR IMMEDIATE RELEASE

FULL PRODUCTION OF ABORTED BABY HARVESTING PUBLIC RECORDS SECURED FROM UNIVERSITY OF WASHINGTON, DISMISSING LAWSUIT
Planned Parenthood and UW Representatives Sued in 2016 to Prevent Release of Records on Government-Sponsored Fetal Experimentation, 12 Years’ Worth Will Now Be Produced

Contact: David Daleiden, media@centerformedicalprogress.org, 949.734.0859

SEATTLE, Dec. 13—The University of Washington, and associated individuals from Planned Parenthood and the University, have settled a federal lawsuit with The Center for Medical Progress’ founder and president, David Daleiden, over the release under the Washington Public Records Act of the University’s documents concerning taxpayer-funded experiments on aborted fetuses. Daleiden first filed a PRA request for the documents in February 2016.

Under the terms of the settlement, the taxpayer-funded public University will produce extensive records concerning its harvesting, use, and distribution of aborted fetuses and their organs and tissues, from 2010 to present, and pay $30,000 in attorneys’ fees to Daleiden’s counsel. Individuals associated with the University and Planned Parenthood will dismiss their lawsuit preventing the release of the documents, and Daleiden will dismiss his cross-claim against the University for violation of the Public Records Act.

“Public entities’ good faith compliance with public records laws is crucial to promoting public trust, holding bad actors accountable under the law, and safeguarding democratic values,” notes Daleiden. “State actors’ transparency and accountability under freedom of information laws is even more important in the realm of government-sponsored experiments on aborted human fetuses, where laws against infanticide and organ trafficking, the systemic exploitation of the vulnerable, and the irreversible life-or-death abortion decisions of new families are at stake. The Center for Medical Progress will continue to monitor and report on these issues to educate the public and advocate for more just and humane abortion and research policies.”

The University of Washington has operated an NIH-funded center for harvesting and distributing aborted fetal organs and tissues, the “Birth Defects Research Laboratory” (BDRL), for over 50 years. Like many University hubs for fetal experimentation, UW also hosts Planned Parenthood’s abortion training program, the “Fellowship in Complex Family Planning”. Since 2015, Planned Parenthood has held out the University of Washington program as its gold standard for participating in the supply of aborted fetuses for government-sponsored experiments.

Daleiden’s public records request sought documentation and communications concerning the relationship between Planned Parenthood and UW, the approval of fetal experimentation projects, the volume of business and kinds of fetal organs harvested and distributed at the BDRL, and NIH involvement in fetal experimentation at UW. Individual representatives of the University and Planned Parenthood sued UW and Daleiden in late 2016 seeking to enjoin the release of the public records. The records will now be produced.

BREAKING: California Pro-Choice Abortion Provider, Dr. Forrest Smith, Opposes Proposition 1 “Monstrosity” for “Killing Viable, Healthy Babies” In New Ad

FOR IMMEDIATE RELEASE

CALIFORNIA ABORTION PROVIDER OPPOSES PROP 1 “MONSTROSITY” FOR “KILLING VIABLE, HEALTHY BABIES”
Pro-Choice Dr. Forrest O. Smith, OB/GYN and Abortion Provider for 53 Years, Opposes Proposition 1 For Legalizing Abortions of Viable, Healthy Babies Up To Birth in New Ad

Contact: David Daleiden, media@centerformedicalprogress.org, 949.734.0859

IRVINE, Nov. 1—Dr. Forrest O. Smith, a pro-choice OB/GYN and the longest-continuously practicing abortion provider in America, urges Californians to vote No on Proposition 1 in a new ad series by The Center for Medical Progress. Proposition 1 will overrule existing California abortion laws to expand late-term abortions on healthy, viable babies through a full 9 months of pregnancy.

In the full version of the advertisement, pro-choice Dr. Smith explains that existing California law alreadyguarantees the right to abortion but only to the age of fetal viability, which means the age at which the baby can live outside of the mother’s body.” Dr. Smith urges Californians to vote No on Proposition 1 because, “Proposition 1 is really just the same 2003 law, but with the fetal viability clause eliminated. If Proposition 1 is put in our state constitution, abortion doctors will have a right to legally kill viable and healthy babies up to the moment of birth.

The existing California Reproductive Privacy Act of 2003 limits abortion to “before the viability of the fetus.” The text of Proposition 1, however, embeds a “fundamental right to choose to have an abortion” without any limits or qualifications about viability of the fetus.

No matter how you feel about abortion, whether you are a pro-lifer or a pro-choicer, what Proposition 1 will do is legalize the killing of viable, healthy babies, and that is the moral monstrosity that we cannot allow into our state constitution. Please join me in voting No on Proposition 1 on November 8th,” Dr. Smith concludes.

Dr. Smith began providing abortions during his residency at Duke University in 1970, and has been in abortion practice continuously since then, providing OB/GYN and abortion care in California for the past several decades. Dr. Smith has also served as a medical expert for CMP, providing testimony in lawsuits by Planned Parenthood and the National Abortion Federation.

Proposition 1’s taxpayer-funded expansion of late-term abortion on healthy, viable infants, through a full nine months of pregnancy, is so extreme that even committed California abortion providers are coming out against it,” notes David Daleiden, founder and president of The Center for Medical Progress. “Through strategic digital media placements, we hope to reach up to 1 million Californians by election day with the message that Proposition 1 goes too far.

CMP is also running ads with its undercover reporting on the illegal sale of fetal body parts in California, urging Californians to vote No on Proposition 1’s extreme taxpayer-funded expansion of late-term abortion.
